Does the USA still follow the spirits of this poem?

Not really. Ever since the 9/11 attacks the US has been pretty vigilant and they became more strict with their rules. They can't just let anyone in the US anymore therefore the security became more tight. They also became pretty paranoid; assuming a person who looks a certain way, i bet they won't let them in. Another reason is because majority of immigrants have been taking over job opportunities leaving some americans with none. It is true that some immigrants take advantage of the 'welcome sign' on the door, however most of them are just looking for a better life here in the US.
